Clearing Up the Confusion Around Fire Extinguisher Regulations

As legislation around fire safety and environmental standards evolves, so too does confusion—particularly regarding foam fire extinguishers and the chemicals they contain. One of the biggest concerns is whether all foam extinguishers must have been replaced by July 2025 due to the presence of harmful substances like C8 (PFOA) and PFOS.

The Myth: “All Foam Extinguishers Must Be Replaced by 2025”

False. The 4 July 2025 deadline relates only to older foam extinguishers that contain C8 (PFOA) — a long-chain PFAS (per- and polyfluoroalkyl substance) also known as a “forever chemical” due to its persistence in the environment.

Modern foam extinguishers, especially those manufactured in the past 10 years, typically do not contain PFOA. In fact, PFOA and PFOS have already been largely phased out of production, with PFOS banned over a decade ago.

What Is Being Banned?

  • PFOA (C8): Banned from use in foam extinguishers from 4 July 2025 under the UK’s implementation of the Persistent Organic Pollutants (POPs) Regulation (EU) 2019/1021.
  • PFOS: Already banned in foam extinguishers for over 10 years.
  • C6 Fluorotelomer-Based Foams: Still permitted under current legislation. These are commonly used in today’s foam extinguishers and are not affected by the 2025 ban.

While the C8/PFOA ban is imminent, no ban is currently in place for C6-based foam extinguishers. However, future restrictions on all PFAS-containing foams are being explored and may come into effect around 2030–2031, pending UK regulatory consultation.

So, What Should Your Business Do?

If you’re not sure what kind of foam extinguishers you have, follow these steps:

  1. Check the label or technical datasheet for chemical composition.
  2. Look at the manufacturing date — units older than 10 years are more likely to contain PFOA.

If your extinguishers do contain PFOA, they should have been replaced by 4 July 2025. For extinguishers using C6 foam or other alternatives, no immediate action is required—but staying informed is essential.

What’s Next? The Road to PFAS-Free Firefighting

Looking ahead, the fire safety industry is preparing for a future where all PFAS-based firefighting foams may be phased out. While this has not yet been finalised, the UK government is consulting on new regulations, and restrictions may begin from 2026, with possible full bans on PFAS extinguishants by 2030–2031.

In line with advice from the Fire Industry Association (FIA), we encourage businesses to start considering fluorine-free alternatives. This supports environmental sustainability without compromising on fire safety performance.
